"The lender must have sufficient confidence in the credit and solvency of the borrower… The borrower,… must have sufficient confidence in the business prospects to believe that he has a reasonable prospect of earning sufficient return from a new investment proposition… Failing the restoration of confidence, we may easily have a vicious circle set up in which the rate of interest which the lender requires to cover what he considers the risks of the situation represents a higher rate than the borrower believes that he can earn. Nevertheless, there is perhaps not a great deal that can be done deliberately to restore confidence"
